1. Do I need a permit?

A permit is required for construction, addition, alteration (altering the structure with walls, beams, etc.), remodeling, replacement (hot water tank, furnace, AC unit), and demolition. A separate permit shall be obtained for signs, electrical work, plumbing work, heating appliances and any other equipment installation that is regulated by the Building Code.

2. Can I pull a homeowners permit?

A homeowners permit can be pulled for general construction such as roofs, decks, siding, concrete etc. All other trade permits must be pulled for electrical (except power restoration), plumbing, HVAC, and fire by licensed contractors. The homeowner who obtains their own permit is considered the contractor for the project and is responsible for making sure that all work is in compliance with applicable codes and ordinances and that all inspections are scheduled before work is concealed. All subcontractors must be registered with the city.

3. Can the city help me find a contractor?

The city does not recommend or endorse contractors but we do maintain a list of all registered, licensed and bonded contractors for all trades.

4. How long is a permit valid?

 A permit is valid during the course of construction. If work is delayed or suspended for more than 6 months, or if the project is not completed within 1 year after issuance, then your permit approval is invalid. The city may grant one or more 90 day extensions of the permit if good cause is shown in writing.

5. What if I am not happy with my contractor?

It is suggested one should seek legal advice.

6. If I fire my contractor, do I have to pull new permits?

New permits are required to be secured by the new contractor. The cost of any new permit(s) is dependent on the level of completion. Upon request, the city will perform an inspection to record the progress and scope of work completion.

7. How do I schedule an inspection?

Contact the Building Department at (216) 587.1230 or stop in the Building Department located at 4743 Richmond Rd. 8:00 a.m. – 5:00 p.m. Monday-Friday.

8. Does the city require Residential Rental Inspections?

The city requires owners to submit a Certificate of Occupancy application for inspection prior to the dwelling becoming occupied.

9. Does the city require a Rental Registration?

The city requires owners to submit an annual Rental Registration application.

10. Does the city require a Commercial Rental Inspection?

Owners must submit a Commercial Business Occupancy application for inspection prior to the business becoming occupied.

11. Can I operate a business out of my home?

The city does not allow a business to be operated out of a home with the exception of licensed Type B Daycares and Group Homes.

12. Does the city require Point of Sale Inspections?

A point of sale application must be submitted for inspection for both residential and commercial properties prior to the transfer of ownership.

13. Does the city require an escrow hold?

The requires a hold of 150% for any outstanding violations not corrected prior to the transfer of ownership.

14. Can I get a citation if my grass is too high?

Yes, grass or noxious weeds 6” or more constitutes a violation.

15. Can I park a trailer or recreational vehicle in my driveway?

The city does not allow any person to park, store or permit any trailer, manufactured home, recreational vehicle or similar conveyance to stand or remain upon any property in the city, except if it is kept in a garage or other similar and suitable structure upon such premises.
